Help identifying

I bought this at my local bike co-op and I need help identifying it. It has a 61.5 cm frame. It came repainted. When I repainted for the second time I noticed the rear end of the chainstays and the bottom of the fork were chrome. The rest was maroonish. There are two holes
on the front tube where it looks like a head badge was at one point. The lugs are not real tektro lugs. Thanks for your time!!!!

Any idea on the seatpost size and the bottom bracket threading, are the headbadge holes vertical or horizontal? Despite the chroming I suspect a lowerend frame maybe a Bike Boom era bike.

The bottom bracket and headset threading are American. The seat tube diameter is 24.5
