I would buy pretty much any decent cro-mo frame for $35.

I am going to take that advice lostarchitect. I spoke to him. Later next week it is mine for $35. Like I said I will post more detailed pictures then.

Before parting with the $ I would make sure that the stem and seat post are not "frozen" by corrosion.

Very true. If they are frozen wouldn't some deep penetrating oil and some muscle work? That has worked for me so far and I had some stuck ones.

Nice late 80's Japanese frame looks to be Kawahara or Bridgstone with some good components worth about $100 give or take as project bike.
