To get the information you want, better pictures are a must! Show detailed shots of the frame and fork, including close ups of drops, front and back, information containing decals, such as tube set, seat and head tube lugs... anything that will help us help you. Fuzzy pictures are next to useless for detailed inspection.
What I do see it a high end bicycle, probably Colombus tubing with Campagnolo drop outs. Record components? If C Record, then top of the line component group fitted to a top of the line bike. However, need pics to confirm.

If this is the same Monti of Italy... An importer, dealer of bicycles with decent connections to Italy. Most likely a "contractor" private label frame. So, generic Italian, would be the assumption. Not bad, not sought after. You might google Monte of Italy and see what you find.
