Vintage Schwinn Japan bike 1970
there are no decals on this bike not sure what to pay for it???

The headbadge on the steering tube has a 4 digit number on it. The last digit is the year, the first three signify the day of the year.
I don't think Schwinn had subcontracted production offshore in 1970.

I think odd job has it right - that’s a chrome 80s Schwinn Voyageur.

Looks like he may have lost a decade somewhere. The frame serial reads 0Fxxxxx which I believe dates the frame to June '80. I think the badge reads xxx0 which would date is as a 1980 Voyageur 11.8 in chrome: Schwinn 1980 Bicycles And Accessories -- Voyageur
If you post a close-up pic of the 4-digit badge number (dddY) we can tell what ordinal day and year the bike was manufactured, it is probably '80 but it could be '81.

As Metacortex says, based on the serial number and the lug design that is a chrome plated 1980 Voyageur 11.8.
