Any idea what this bike is (or what it used to be) ??
Here is the info. I'll tell you all I can in case some of it is useful.
The bike appears to be stock except for the ......... paint.
Note the nifty way the seat stays are moulded into the lug...
and the chromed lugs on the head tube... and chromed shoulders on the forks.
Nisi Toro alloy clincher rims
Campagnolo wide flange alloy hubs with Campagnolo skewers
Campagnolo alloy gear levers
Campagnolo FD
Campagnolo Nuovo Record RD
Rossitor saddle
Cinelli alloy bar stem
Super Leggero TTT alloy handlebars
Balillo alloy brake callipers
No badge and no labels on frame - and no indication of frame material. The chainrings have a triangle with the letters ATB in it. 40 and 52 teeth.

Maybe an Atala. Looks like one of their frames that had dressed up chrome lugs, but were actually hi-ten steel.

I'm thinking that the value of the parts exceeds the value of the whole, especially with that paint job.

In your earlier thread on this bicycle you posted that you had determined it to be an Atala Norstar.

If bicycle a Rizzato product one would expect to see a serial number stamped into the right side of the seat tube, a bit below the seat lug. On this bike it would be under the floral transfer if present. See sample picture below. Also, Rizzato bikes made for export to the anglophone world at this time would have a two digit number stamped into the underside of the shell in two places indicating frame size in inches.
You commented on/inquired regarding the frame's lugs. The seat lug is an Agrati "AM" series in the malaguti style. It has plugs integral to it which provide attachment points for the seat stays. A bare example of a malaguti style seat lug can be seen in the picture below (this lug pattern is called "ROMA"). The frame's seat lug is nr. 005.8049. The head lugs seen on the frame are Agrati "BRIANZA" series. The upper is nr. 000.8034 and the lower nr. 000.8033. Frame's shell is Agrati "AM" series nr. 000.8507. Dropouts are Agrati nr. 000.8002.
Was not able to see the letter W on the seat binder in the photos. If original to bicycle it would certainly be a clue. There are few Italian marques beginning with this letter. One is Wolsit, which at this era would have been manufactured by Bozzi.
Be careful with the stem/bar set. The Cinelli 1A stem has a clamp size of 26.4mm and the 3TTT bar has a center diameter of 26.0mm Fittings such as the Cinelli stem and Campagnolo Nuovo Recrod rear mech look to be a bit too late for the cycle. If the Balilla Corsa 61 brakeset is original it provides a dating clue. Galli changed the quick release mechanism on the Corsa 61's lever about 1968 from metal to red plastic. Since the ones on the bike are metal one would think it to predate this change.
The machine's headset is a WAY-Assauto model: VeloBase.com - Component: Way Assauto (knurled on cups)
Have no guesses as to identity other than it is definitely not a Witcomb.
