We need pics esp. of the drive side to do a valuation on a bike.

March, 1991. I agree with miamijim on the evaluation.

Photos would give a better indication of condition, which is critical to a accurate evaluation/valuation.
Obviously this bike is not totally original as the wheels are unmatched (rear wheel is off a Trek bike, and the front wheel is a replacement too).
OP states that seat needs replacement, I would guess from the description that the bike needs cleaning, service the bearings, handlebar wrap, tires and the seat. With all that, it would be worth $275-$325. In the condition it's currently in, more like $75-$125

One simple thing is put the front wheel in correctly, by convention the quick release should be on the non-drive side. As it sits I say 200.

Still learning
When the Longhorn students start appearing, put it up for sale on Craigslist. Offer campus delivery too.

Pic assist. When selling, take off those Tri bars. Pretty bike.

Don't take less than $375 for it. You could ask for much more.

Looks like it's in pretty good condition.
Change a few parts to maximize the selling price.
Buy some metal road pedals (no plastic crap, Performance Bicycle has some for $20 that look decent), and either get one new tire to match one of the ones on the bike, or buy two new tires (you can get a pair of house brand tires from Performance for less than $30). Get a new seat, or at least put on a seat that's in good condition. Put some air in the tires.
And lose the tri-bars. Sell them on eBay.
The SoCal LA Market is very active, but there are three or four Paramount OS Series 3, 5, and 7 bikes that are supposedly ready to ride, that have sitting on CL with asking prices between $320-$700, with no Takers after several weeks or months. There are another three or four, frame with fork are being offered for between $100-$290, without any takers. I went and saw a Series 3 frame and fork that is being advertised at $100, that I was offered for $40 (solid blue, no splash, like the OP's bike). Still for sale, three months later.

Sorry, I'm on the email list, and they send me sale ads every couple of days. Try to go to a store if there's one near you on Tuesdays between 12pm-2pm. At most Performance stores they have an extra 10% off all prices except bikes.
Pedals are on the sale blurb that I got the past couple of days ago. I haven't used them before, but I was looking for some pedals, and was considering buying some of these, before I found the Shimano pedals that I really wanted on CL (paid $15 for two sets of pedals with clips). Performance Bicycle has 3-4 house brand road tires that sell for $18 or less. On Tuesdays, some of them are down around $12-$13 each. Tubes are usually on sale buy 3 get one free (brings price down to about $3.50 each on Tuesdays).
Check bicycle stores for a take-off seat, or the Clearance table at Performance.

I'm with the higher value estimates here. It's an eye-catching bike in a bike-loving Austin market.
Remove the tri-bars, pump up the tires, and consider putting on a pair of pedals so the buyer can test ride.

I tried to sell my identical bike, but completely cleaned up with new tires etc in Seattle for $250. It sat for weeks and never sold. Really strange, as I've sold much lesser bikes for the same price
