Assuming it's has original components to and isn't scratched to no end on the other side of the bike- yeah that's a good value.
It should have a sticker on the seat tube showing the frame size. Regardless of what it says though, what's important is if it fits or not.
I would figure $800 for a value, if it's in excellent shape. A Synapse new with Sora components is right about $1000

If I'm 6 foot tall and have a true rider's inseam up to my pelvic bone of 30 inches to 31 inches, would a 54cm or 56cm fit me better?

My wife bought a Cdale Synapse this spring- its women's geometry, but I was shocked that a 54cm WSD Cdale fit perfectly. She tried other brands and it was slightly different.
The frame size is just a general guideline. Companies also measure it to different points on the top, so it varies.

Right now I'm riding a 58cm Cannondale R500 and I find myself holding onto the habdlebars where the flats bend and go straight forward towards the front of the bike. That is with the 120mm stock stem. Does my explanation of where I'm holding on to the handlebars make sense?
Any frame sizing advice based on that?
Also, how do I know if that's a women's frame, or a men's frame in that post? It could be a men's frame and just be a newer bicycle with one of the tubes that slopes more, right?

That part of drop bars is called the 'ramps'. I ride on the ramps for probably 50% of the time on regular path rides just because its the most comfortable spot for me on all my bikes(which are all varied slightly in geometry and size).
You can always try a shorter stem. A 90mm with some rise would change where your bars are and bring you up and back slightly.
Or get a bike with a shorter top tube, if it still feels like you are reaching too much with a short stem to hold the brake levers.
