Mass-produced private label frame with a broken dropout dates from 1982 if crank is original to bike. Worth the recycle value by weight of the steel.

I would agree mass produced Japanese upper entry level frame from early 80's with damage and no fork basically no value. The seat post and crank set are worth saving and worth about $30.

Tubing decal looks like it might be Ishiwata 022, in which case it's definitely above entry level. If you can get it for free/cheap and get the dropout replaced for a similar price (good luck with that!), it'd probably be a good daily rider. But definitely not worth any significant investment.

A nice frame at one point, worth nothing right now. Worth slightly more than nothing if you can get the dropout replaced.

FWIW, based on the serial number, which is a very common format, it should be 1985.

Thanks for posting the pictures and the serial number.
The serial number is consistent with Zebrakenko serial numbers that I have seen. As stated above: the first number "5" usually indicates the year. In this case 1985.

I knew I had seen that headbadge before.

The second head badge was described as "Zebra Zenko".
This is not the normal Zebrakenko headbadge, so it may be Zebra Zenko. This maybe a Minneapolis conversion from Kenko to Zenko.
Edit: The headbadge is a Zebra. Not Zebrakenko. The model may be an Arrow.
