Peter Weigle, late 80s, modern components
I have done a little searching, not much out there on value. I know, I know, "whats it worth to you? ". That is usually my take, what is it worth to you. But, often you can search the web and get a general idea what something is worth.
I could not find much on values. The bike in question: late 80s Peter Weigle with modern SRAM Force; 10 speed, I believe. NOTE: this is a re-paint, supposedly done by the Man himself. Some rust issues, paint job is so-so.
What do you think on value?

That paint job is the real liability --- i wouldnt think JP Weigle would paint it without properly prepping the surface but who knows
I can't even guess at a price for ya --- i'd be fairly annoyed if the seller wanted more than 500 though

If you were going to build a gunnar sport plus sram force, you're probably looking at around $4k. A custom built bike costs more but this is a rough baseline since you are not buying a custom bike; this Weigle is an off the shelf bike so to speak when it hits the used bike market. It may be worse, in some ways, than a typical off the shelf bike if it has an odd sizing to fit the original owner.
This is also a much older bike and older components and a new gunnar with sram force parts. I'm also not too excited by what I see around the paint job. $500 is too low. The paint job issues are a bit of a deal killer for me. I'd offer $1k for the bike.

I may have been a bit abrupt by saying $500 is annoying --- but bubbling paint bothers me more than flaking and peeling paint ---
Flaking and peeling stuff i have an idea that the surface prep was bad -- exemplified by many 80's and 90's Italian frames , --- but bubbling paint makes me worry about the type of corrosion that may manifest itself again in a few years

These are top notch custom frames for certain. And rare so value can be pretty high. I've seen Weigles go as high as $2000 in nice shape. But....like those above... I'd be really concerned about the rust. It looks to have set in pretty good as you can see it in the headtube, top tube, BB especially. It needs a repaint in my opinion. And that is certainly worth doing to this bike if it is an authentic Weigle. I'd email Peter to verify for sure with the serial number and a few pics. If someone were to fake a bike, J.P. Weigle/Sachs/Davidson..etc. wold be good candidates. Just sayin'. I've come across a few fakes.

SRAM is my least favorite of the "road" groupset manufacturers.
This adds up to a "pass" in my book.
I am actively seeking a VG+ Weigle in my size.
It isn't this one.
