The brand doesn't matter so much here. I see a one-piece (read: heavy) crank, gas-pipe tubing with stamped dropouts, cheap stem shifters, centerpull brakes, likely steel rims with nutted wheels. Some here may argue that $45 isn't so bad, but a little bit more money will get you a much nicer bike. I'd pass and wait for something lighter with better parts and frame.

FWIW, the colour banding suggests German origin. The general impression is a private branded, chain store bicycle.

Hang out on the C&V forum and for $45+/- you will soon want double butted chro-moly frame, chro-moly forks, leather saddle (Brooks, etc.), cotterless alloy crank set, alloy rims and alloy hubs, nice components, and some accessories (rack, bags, mirror, bell, lights, etc.). That $45 bike is for somebody else who hasn't been enlightened here.
