Dorothy, the bike is a Univega Activa 200 hybrid, probably late 80's.
We can't guess at frame size from pix, but you can measure it easily. Bikes are sized by the seat tube length. The pedals are mounted on crankarms which rotate on a central axle inside the frame. From the center of that axle, measure to the top where the seatpost (silver) inserts into the frame part (seat tube). It's usually in inches for this type of bike.

The value of similar bikes is around $100, depending on the time of year, actual condition, and where you're located. Is it 100% ridable?
Does it have a size printed on the seat tube somewhere? The step through sizes are complexn and not necessarily representative. I would just go by tire size.

I'd guess 1990-1992. Hybrids were a 90's thing.

Still learning
Probably mid 1990s. That appears to be a 17" frame, suitable for riders about 5'0-5'4". I pay about $45-$75 for that exact bike and can sell them for mid $100s, after doing a full refurbishment.

It's a very appealing bike with cantilever brakes, cromoly frame, bottle cage, triple chainring, & Univega name plate. If it was all cleaned up you could ask for around $75 to $100. It's hard to say how long it will take to sell it. There's a whole lot of used bikes for sale out there.

I'd pretty much agree with the above, but I live where bikes like this are in high demand for people who want to enjoy a car free lifestyle. Working properly and not needing tires or grips or anything disposable, I'd ask 150 and take 125. That's actually a pretty nice little bike.
