I have a Fuji Monterey and I like it a lot. It's sort of low-end, but rides very nicely. The bike pictured is most likely worth $60 bucks, in better shape it would go for around 100.00 around my way, more in a bike-friendly city like Chicago or Portland. Mine has an aluminum crankset, but that one looks like it's steel which will work fine, but be a tad heavyer. New cables can be had for 5 bucks a set at wallyworld, new tires are not too much more and you've got a great riding cheap bike. So, In short, yes, buy it and fix it up if you want it to ride, if you're looking for easy 'flip' money then it won't pay as much(entry-level bike) but you still could make 20+ bucks on it depending on what it needs.

Really low end Fuji, worth the price. The questions are does it fit, and are you looking for a low end project? +1 Very little/no flip potential by the time you are done with it. So really more suited as a keeper. All of this assumes you do all of the rehab yourself. If you have to pay a shop for the rehab work, you will be upside down on it.

If it has alloy wheels, it's a good buy. If it has steel wheels it's only an OK buy for a keeper. Those bars may be bent. If they are you'll have to hack the end to get the stem off and buy a new stem. If not, then you can save them while returning those bars to a proper setting.
Why do folks do that to a road bike.

They do that to make a too small bike fit a bigger rider.
