Hi Pinch - You have to be more specific on the hubs and rims at least.
Run of the mill Weinmanns might go for $30@ in good condition, other hoidy-toidy wheels considerably more.

$30 is a good deal if the bearings are smooth and the wheels are relatively true.

I agree but we were saying $30@ (each) for a run of the mill wheel - not the wheel set.

Not really clear on the pricing, $30 each is getting up there a tad. They do include either a freewheel or cassette, a good cassette can have decent value. The Suzies I have seen were pretty run of the mill. Stainless spokes or steel spokes? I much prefer stainless spokes.

So to the original question, I would pay about $40 for a decent 700c wheelset with stainless spokes, $50 if they came with a good cassette. Recently I paid $40 for such a wheelset, with Shimano 600 hubs, a good cassette, tires, tubes. and they were 130mm OLD 8/9/10 speed rear. But I would have paid more for that set, maybe $75.
