Help identify "Mystery Bike"

I picked up a Mystery Bike yesterday that had a real dog's breakfast of parts on it - Simplex derailleurs, Weinmann brakes, Campagnolo cable clips, and antique Mavic rims with SunShine hubs and French Clement Futur tubular tires. I replaced those rims today with 27-inch ARAYA wheels before I took the picture.

The frame is a perfect 56cm from crank centre to top of seat tube. Thats 22 inches. The name badge has been removed - probably / possibly to discourage thieves and the forks have a chromed cap with a little green oval in it. This fork detail (see picture) is familiar to me but I cannot recall where I have seen this detail before.

Can anyone suggest a maker for this beast ?? It has an amazingly light steel frame with Carnielli alloy bar stem and handlebars. The missing head badge was secured with two rivets vertically located about 1.625 inches apart.
