ID frame w/ serial number

My neighbor picked up a frame thats been stripped down and we are wondering if it can be identified through the serial number. Stamped on the underside of the bottom bracket shell is OW107363 or W107363. The O before the W doesn't quite seem to match and is not engraved as deep, so it may not be part of the serial number.

It is a lugged steel frame. Two holes lined up horizontally on the head tube for a badge. The dropouts don't match. The non drive side dropout is typical with one open slot. The drive side is partitioned with an open slot that is not as deep as the other side lined up with an enclosed circle and a derailleur hanger. Both sides also have fender mounts.

I don't know if this is enough info for someone to recognize the frame type, I just thought I'd give it a try. Thanks.
