Definitely mid-1980s. Considering the not-well-known brand and extremely large size, this will be a tough sell.
Pictures of the drive side? Components? With that information I'd hazard a guess at value. Right now I'll say $100 or less.

Bike brands that don't show up on google are typically private label/store brands. The good news is that it is 1980s vintage. The private label stuff in the 1970s was almost all junk. But the 1980s brought some pretty nice ones.
Realize that almost all of the vintage bike information on the web (catalogs, serial number info, etc), was put up and is maintained by individuals (volunteers) attracted to a specific brand. I am not aware of a current brand hosting their vintage site (its possible, but I can't think of one). There are no such afficionados for the private label bikes. So the information is not there to be found.
So the way to figure it out is to ignore the brand, and look at the build instead. What brand and model are the components? What is the tubing used for the frame? If you want to date it, just google component date codes and it will walk you through that process.
On value, even the branded mountain bikes from that era have minimal value. So it is not going to have much value. Best way to get value out of it is to enjoy it (ride it).
Around here, the higher end branded vintage mtbs typically bring around $125 to $150, fully refurbished and ready to ride. Saw a nice Trek 930 for sale on C/L for $75.... Private label stuff half that amount.

It's a 1988 model. I have it's 16in brother and they're the top end of the Alpine line. Someone has swapped out the bars and stem on yours. Stem from the factory was a Tioga T-bone and it came with a flat bar. What's it worth used? Depending on the regional market I'd guess $350 on the top end to $75 for a frame. They ride well and make great commuters. Not so good on a muddy trail due to the U brake.
