"needs TLC" + "restorable shape" can mean anything. Very likely it means it is rough, real rough. Who is going to do the work to repair/restore this bike? I bought a similar bike in such condition, paid $30 for it, and I overpaid. By the time I am done, I might breakeven on it (if I restore it). I will be OK if I just use it for parts.
Better off getting a bike in good to really good shape. Limited money? Look for a deal. I just bought a deal earlier this week, two bikes, shoes, trainer, rack, spare tires, pedals, etc... The sale of these extras will pay for the entire purchase. So then I have two free bikes. Of course, I had to move fast.
