Value of a Bianchi and a Marin Bike both made in 1999

I've been looking for a used 90's bike and I was wondering how much you guys think these are worth.

The first is a 1999 Bianchi Veloce with the following upgrades: Campagnolo Record, Dean Seatpost, Selle San Marco Concor Light seat and the stem and bars are Cinelli. Everything else is stock. The guy claims the bike has been in storage since it has been purchased and is "Brand New"

The second is a 1999 Marin San Marino. All original components, but the rear derailleur needs to be replaced and one tire needs to be replaced as well. Otherwise it is in good condition.

Both bikes have Champognolo veloce components

The owners want $900 and $350 respectively. What is an actual fair price I should offer for either one of these bikes.

Those are a bit new for me but what was upgraded on the Bianchi if it still has Veloce?

Both bikes have about the same MSRP of $1600. To me this would be a no-brainer. It's unlikely the Marin needs $550 worth of work, as long as it's not totally wrecked I'd say $350 is a good price.

$900 is too high for a 13 year old $1600 bike. More than 50% MSRP = too much.

I am not sure if I would consider the seat, post and bars upgrades or just fitting and cosmetic adjustments. if the bike is in storage and considered "Brand New" why was the HS upgraded? seems weird to me.
