Is this rusty touring bike worth it?

NYC flipper is asking $100. Is this frame even salvageable? I've been looking for a small touring bike and this is my size.
I think I can get some help in getting replacement parts. So basically if I can get the stem and seatpost out, is this Tange 2 frame stlll too far gone? Thx.

Salvageable? Looks that way. Worth $100 in that shape? Eh. Only if you really, really want it.

Nishiki tange 2 is a really nice riding frame. If you inspect in person and it is surface rust as it appears and the seat post and quill aren't stuck I'd pick it up to make a really nice commuter.

Another hundred for tyres and cables plus time and it could be a decent little bike. That's if what's there is good ,the frame LOOKS fine
Offer 55 and see, you can always find these with a little patience.

Lots of rust on the components, many may not be salvageable. When I see something like this I just assume I am buying a frameset plus whatever parts survive. Aluminum cranks, for example, are almost always ok. Just might need to replace the chainring bolts.

Bars are obviously wrong, wheels might be junk and/or trashed. But if the frameset is not bent or rusted out from the inside I'd say you could make a solid bike from it. I'd offer $50, and wouldn't feel bad paying $75. But $100 is too much IMO.

It also depends on the area. If I saw that my size here for $100, I'd already be at the bank and ready to head off in whatever direction it is in hopes of getting there first. Assuming the stem and seatpost move, I'd gladly fork over the full $100.

IMO, rusty bikes that fit and have a good ride, are ideal BEATER BIKES. If it fits, and you like it, I would get it, that is, if the price is correct. Use this bike in bad weather or where you would have to lock it up..Don't remove the rust.. ;)

I picked up a bike, not as nice as this, but in a similar shape for $30 as a beater bike. It was a Bridgestone BB-1. The paint was in much better shape and the parts had rusted all out. I bought the bike for the frame and figured it would make a great commuter one day. The point is that you are basically getting a frame that will work either as a beater/commuter (where rust is good) or you get it painted so it makes a nice touring bike for you. Then you have to throw in the parts. Do you have them lying around? It will be prohibitively expensive if you have to buy new parts. Offer $50 and move on if he doesn't take it. You're just buying a frame.
