needs tires, tubes, handlebar, installation of stem shifters (included not attached), new (non rusted chain) and i'm assuming complete overhaul.

I agree, it will take close to $50 to 75 to get that rideable with tires, tubes, bars, cables.... can you do the work?

I can change tubes/tires, install a handlebar and cables, overhaul headsets and BB, though really do not want to if its not a good frame. asking price is $80 and despite what the seller says, it looks like a tall frame for me ( 32" inseam and fit perfectly on a bike with a 20" centerline of BB - Intersection of top tube and seat tube road bike)
