Seat looks like a regal. Most likely worth more than the rest of the bike put together.
It's a lower end Takara, I'm going to assume the cranks are the OEM versions. The cranks, coupled with the tabs for the seat binder and the cable stops point to a lower end bike.

Without knowing more and judging from the looks of the forkcrown, lack of brazeon shifters bosses, bottle bosses and no hanger I would say it is a lower level frame. The housing stop in the HS make me think this is a mid to late '70s bike that came with centerpulls. Seat could be a nice Regal but could also be a copy.
