Where is the evidence that it's Carlton? Or Reynolds 531? Cheap looking dropouts are suspicious. Bottom line, I have no idea what it is. I wouldn't pay that not knowing what it is.

Do the lugs look familiar? I could ask the owner for a sereal number.

I have never seen those lugs on a non-Carlton frame. If it takes a 27.2 (or maybe 27.0) seatpost I'd be pretty confident it's 531.
