I'm looking at an '89-'90 Eddy Merckx Corsa Extra 7-11
It's in beautiful shape, with chrome forks & stays, and a few normal use paint chips.
All Dura-Ace; Campy Omega rims, and it's a sweet ride.
Problem is I've seen them from under $1500 to nearly $3K in similar equipment and condition.
What's a good starting offer before this beauty gets away from me?

I guess I would have to see photos but, as you say, a starting offer to let the seller know you are serious would be $1500.
If it is the one in SF, it keeps getting flagged so it may be a scam, approach with caution.

There was one about that vintage on CL locally for a while going for about 800-1000 if I recall... Too big for me, or else I would have been all over it. I've seen the frame sell for $500 to up to about $1000 for a mint one at the auction site. I would expect a little less person-to-person.
I don't think $1500 is unreasonable if it is in great shape, but I would think it would be less if it has normal wear. As stated, condition is everything on these.

In really nice shape, needing nothing, DA 7400 or 7700 all around, $1500 is low. $1750 for a riding perfection Corsa Extra is about right, add a premium for the highly desirable 7-11 scheme if original.
Flat crown fork = higher, as would the chromed stays.
Be careful of frames with top of top tube entry and exit for the rear brake cable, they can get rusty if not wiped down after being ridden in the rain or heavily perspired upon. Later ones migrated around to the side of the top tube and are less of an issue.
