I'm looking for a model year and value for a friend. I told her that it needed everything replaced before it could safely be ridden. I estimated around 100 bucks for average new parts; all the obvious stuff.

All I get on photobucket are the tiniest pics ever.
In needs love shape but good paint, $100 to $125.

It is a 1989 Centurion Ironman Expert. I couldn't believe that wrk101 was appraising an Ironman this low, until I saw the pictures.

Bike needs a lot of love. It can be brought back, no doubt. But the costs could climb. And the Suntour Accushift is less desirable than the Shimano 105 version IMO. While cutting the spending would help as far as covering your costs, I see a lot of spending there. Beyond the usual, this one will need new brake levers, saddle, probably pedals. I can't tell what the underlying paint looks like (kind of looks scraped up). Add to that tires, tubes, cables, housings, bearings, grease, chain, possibly a derailleur or brake caliper or two. That will be key to whether it makes sense or not.
I've got plenty of love for Centurion Ironman Experts, I have a 1987 and a 1988 right now.
Hopefully your market is stronger.

I'm getting about 60 bucks there, so what am I missing?

Am I missing something on this bike? It needs a servicing and basic consumables replaced it looks like to mine eyes. I could be tripping but the chain doesn't even appear rusty!
So assuming I'm right, you need:

Its going to need pedals, a saddle, brake levers, +1 bar tape, I would not be surprised if it needed a few components replaced, possibly stuck parts, etc.
Given overall condition, I would assume chain and possibly freewheel/cassette, hopefully not, since it is an indexing Suntour part.
I can't tell if paint is chipped up and scraped up (TT and seat stay), or just dirty.
I would be tempted to part it out. Ironman frames have some value, as do some of the other parts. Would likely get more out of a part out than fixed up (minus the $100 you put in to it). Example: Put $100 into it, sell it for $250, $275 max. Less your $100, you made $150 to $175. Part it out: frame sells for $100, wheels sell for $50, seat post, stem, bars: $10 each, Accushift derailleurs, levers, cassette/freewheel $40, crankset $20, brake calipers $30 = $270. Frame and wheels could bring more, depending on how well they clean up.
