Offer $250, go up to $300 or $325 if you gotta have it. This assumes the frame is ok and it has a FULL Dura Ace group, not just a part or two. Personally I would not want to be riding one of those frames in a big 60cm size like that. They might be ok structurally, but would be too flexy regardless.
The value here is in a complete rider, or the Dura Ace group if complete and in good shape.

Great price if everything works might be a bit small for someone 6'4 best to check size out in person. If the bike is everything advertised and the size works for you offer $300 and you will also be OK going 400 asking.
