Nervex lugs I believe. Looks a bit like a repainted Motobecane Grand Record from the early 1970s.

Raleigh Super Course (fairly cheap), Peugeot PX10 (not quite so cheap) Raleigh International (more expensive), Schwinn Paramount (pretty expensive), and many many others, have genuine Nervex lugs. Others, such as Motobecane Grand Jubilee, have good imitations.

The Raleigh seems to fit my price range right now.
It doesn't need to be some hyper-spectacular frame... It just has to be pretty.

HOLY CRAP!!! These are amazing, but the bike they're attached to is made out of condensed unaffordium... $6100 on eBay.

Whatever you do, DO NOT search on Columbine in Mendocino - they're doing custom bikes/lugs IIRC. What they do with their lugs via hand-filing is just out of this world. Makes the Nervex lugs look like kiddie projects.

The reason I'm looking for a vintage roadie is because I'm doing a custom build on a budget. When I have a more disposable bike budget, and have the knowhow to braze my own frames, I'll look into some more extravegant lugs.

Sacha's creations are awesome. Fair warning, tho -- you'll have a looooong wait for a custom frame, as he's one of the most in-demand boutique builders today.

Yep, probably more then 5 now:
"As of June, 2011 the wait for a custom Vanilla is over five years."

After googling Hetchins... ZOMFG! Why hadn't I heard of these!? These are some of the most beautiful bikes I've ever seen.

If you're checking out Hetchins lugwork, check out the various "curvy stays" they did as well. If memory serves, it was originally to circumvent some restriction on "straight" stay race bikes, but then became quite the fashion statement.

I thought my Soviet bikes were cool! It is my new goal in life to locate and acquire one of these works of rolling art.
Especially this one^

I just did a repaint on a 1974 raleigh super course TT that I'm throwing together for a friend as a single speed, I'll try and take some pictures tomorrow, dug it out of a junkyard pile and thought the lugs were pretty unique

I've heard that the Hetchins curly stays were intended as a brand identifier at a time when race bikes in UK were not allowed to have decals to preserve "amateur status".
