C E Headbadge with Hearts on the Down Tube. Who Made This?
Hi all, just found a frame that appears to have some age. Would love to know if anyone has any idea who made it. Thanks so much!

the heart on the downtube is to stop the shifters from sliding down the tube

Someone might know the "CE" but regardless let's see some more pictures of the whole frame and other details like dropouts and seat cluster.
