1986 Raleigh Competition....frame & fork......

I've got too many projects. This is a good (531 I think) frame that will be too big for me (24.5)

It needs stripping and paint or powder.

What should I ask?? I will try to sell local first.....

That is a Huffy era Comp if it is a 1986. I have a white and grey one with fair paint, not requiring a full respray, but just the forks. IMHO based on what I paid, your 531 frame as pictured may be worth $35-$50 +/-.

I would also say about $40-50 for this RBCA huffy era frame. Pretty rough condition and paint.

Does the Shimano 600 headset make a difference?

I would leave it with the frame. The aluminum is pretty soft on those, require a special wrench, and if you use channel locks with a rag and aren't careful, it will bung up easily and worth nothing at resale anyway.

Probably not; you could take it off and sell it for around the same price.

It is certainly a project frame. I would not go higher than about 25$; I ride this size. However, I do think it will sell at the higher prices quoted above.

In general any decent reynolds 531 frameset in not-damaged condition is worth $100 (frame + fork) on ebay, but this one is particularly stomach-turning and Raleigh made a bazillion competition models (it's probably the only model they offered for almost 30 years), and since this is from the "no taste" bicycle era of the mid-1980's, frankly, I would make an exception and wouldn't pay a penny more than about $65 for this one.
