Piaggio is an italian company that makes motor scooters and stuff like that. I guess they owned Bianchi at some point.
Ishiwata is the tubing manufacturer for the fork, apparently. "Magny" is probably their name for some kind of manganese alloy steel.

Marketers use all kinds of terms, so it isn't as straightforward as you'd like. Mixte refers to a woman's frame where the top tube doesn't meet with the top of the seat tube. As for the style of bike, I would say it is a hybrid or city bike.
By the way, a Manganese frame is nothing to sneeze at, for its type, I am guessing it is a fairly light frame, and not low end. I think the Piaggio sticker would put it in the 80s, though no later than mid eighties if I recall correctly.

The bike appears to be heavily modified 80's Record "W" Strada. The wheels, stem bars, brakes and shifters have been changed about the only orginal part left appears to be the crank. Right now I'm not sure what I would consider it it's a bit of a Frankenbike.

I think the actual model is an '82 Sport, owing to the decal style, color, tubing type and chrome 'socks' on the fork. I agree with Zukahn1 that the original bike has been completely rebuilt.
This bike obviously needs a lot of work, if you buying as personal project don't go over $40ish. If you already bought for more than $40-50 go ask for a refund.

He's in NYC, I'd be shocked if he got it for less than $100.

Also those ugly wheels likely have the wrong spacing for that frame and are forced into the frame or worse the mechanic who built this cold set the frame. I would agree with pricing only worth $50 or so which is basicaly for the frame if it isn't screwed up it would take a lot to put this bike into good riding shape.
