Brass lugs
I've never see brass ones. This frame looks to be in decent shape. If I can find the rear wheel, seat post and crank arms I might grab it. Is it worth anything? There's also some Chicago Schwinn's there.

...I think the brassy color you're looking at is some sort of paint, added by one of the owners along the way.
Brass lugs would be hard to braze into a successful steel frame. They look like some of those Carleton Capella lugs, that got used on some Raleighs.

...it's at least some sort of Reynolds 531 tubing, used for the frame. The Raleigh models that came with Capella lugs were Super Course, Competition, International, etc. And it seems to have the original fork, as well. Negatives are that it might be the Raleigh proprietary threading. You can measure the width of the BB shell to figure that out. If you plan to use all the headset and BB parts anyway, then it's not an issue. Looks like a pretty nice headset.

This bike has potential headache written all over it. I'd pass unless it was cheap and even then I might pass.
