Why not go to the LBS and get loose bearings?

Local bike shop is a bit of a drive. And I want the correct bearings. Plus I'm not sure how to figure the correct size. I have loose bearings now and I they are the wrong size. I can't get the headset adjusted right. Either a tad tight or a tad loose.

If the headset fits together so the "skirt" of the cups comes just shy of covering the cone, the balls are right. If the cone recesses entirely into the cup, the balls are too small, if you can see mire than 1mm of the side of the cone, too large.

If I haven't lost it all, Campy headsets of that era take 3/16" balls top and bottom.

If you seem to have the right balls as confirmed by my Goldilocks method, than your problem is elsewhere, usually misalignment because of a bent fork steerer.

BTW- based on the photo, your balls are too large. If it's a Campagnolo (brand) headset, then it's a track model, and wants smaller balls.

The bearings didn't come with the headset, I threw them in from what I had laying around.

I sometimes forget not everyone lives near an LBS. FBinNY may be right about it being a pista headset but IIRC the Campag Gran Sport headset does not have anything on the top cup either. So either 3/16 for road and 5/32 for pista.

Yes, it could be a Gran Sport, but I based my suspicion that it's a Pista on the Skirt/cone clearance in the photo. Note that the skirt ends high and too much of the cone is showing. That means the balls are too large (Goldilocks method), and since I doubt that the OP had 7/32" balls sitting around, and there's no chance of 1/4" balls fitting, I said that it can't use 3/16", hence it's Pista.

Model info aside, the balls are too large, so whatever he used, he needs the next size down.

Also make sure all of the balls are seating properly on the race. It's possible one might be sitting on the top lip of the cone rather than on the race of the cone. Pack the loose bearings into the cup w/ grease, thread the cup onto the steerer a bit, then lower the fork through the head tube until the top cup/bearings makes contact with the cone. Turn the adjustable/threaded cup to pull the fork into the frame. Apologies if you've already done so, might be worth trying/checking if not.

You use Google.

Also, that upper race doesn't look like Campy to me. Shouldn't it have lettering around the outside, like this?

Yeah, I was questioning that myself, that's why I'm looking for another headset.

'Win' one on eBay.

Ofmega/'Avocet' are just as Good .. there is competition at the top ..

Industrial Hardware stores sell Grade 25 (good) bearing balls in bags of 1000 for really cheap ..

as said above Gran Sport is just a plainer looking Campag parts Line, than record .

No, this headset looks like a Record Pista model, which would take 5/32" balls:

These have a shorter stack than the Strada models, which could be the reason for the rather tall spacer in the picture.

Yeow,
I am impressed.
Even the WTB ads are an education here.
Great work and thanks for sharing the info.
