That is a pretty nice fork, was OEM on the Y-Foil. Also not as thick as many other forks, so it would look good on, say, a Cannondale for sure.

I am interested in the forks for a build I have been working on, but...

I know nothing about carbon fiber bicycle parts, except that I understand that they are prone to catastrophic rather than progressive failure.

Is the mark in the bottom picture a scratch, something that needs to be repaired, or something a CF virgin like me should stay away from?

I know as much about CF as you. It's just a scratch, I don't see how it could cause a structural issue. There's 1 person interested ahead of you.
