Bikes: 1960's Custom Chrome (Unknown maker?) RB, 1980 Shimano Mini Velo; 1982 Cinelli SuperCorsa; 1985 Schwinn High Sierra (drop bar)

Cinelli stem with pulley?

Greetings! Saw these steel stem from a local seller, and can't find any details about them. Are these really Cinelli? What are the pulley for? Info about them is appreciated

Not sure if these where actually made by Cinelli or just branded. This style of stem was used on 80's and early 90's mountain bikes the pulley and extra holes mounts where for routing the brake cable for some of the older style center pull brakes.

I seem to not find any extra hole in the stem, or cable stopper of sorts. I too have doubts if they are Cinelli's
