Can this bike really be older than the Starley diamond frame?

Can this bike really be older than the Starley diamond frame?
Searching through Google images, I found this amazing bike:

The description claims it was "a predecessor of the Starley diamond-frame". But it looks much more advanced than the Starley Rover, which appears to have been inspired by farm machinery. Other than the high bottom bracket, this bike would not look out of place on the street today. Could this bike really have come first, or is it just a mistake?

looks like a scaled down and modified Highwheeler frame. Would surprise me if it predated the Diamond frame.
