The tensile strength of an aluminum rivnut installation is about half that of a steel one and even less for that of a stainless steel one (all the same diameter).

ok. i'm just guessing that half the strength of steel will be enough to secure a plastic bottle of water.
i have aluminum clamps holding bottle cages on most my bikes.
i assume most of the force on the clamp or boss comes when pulling a tight fitting bottle from the cage.

JB-Weld has a tensile strength of 3,960 PSI (27.3 MPa) when cured. A water bottle cage boss secured with it is not likely to fail under normal use.
Marine-Tex Epoxy Putty is similar and has a tensile strength of 4,000 PSI (27.6 MPa) when cured.
Silver brazing alloy filler has a bulk tensile strength of ~40,000 psi (276 MPa), or an order of magnitude higher than J-B Weld and Marine-Tex.

And, of course, a steel rivnut can be brazed to the frame in the future whereas an aluminum alloy one cannot.

If you want a cheap fix shove a plastic drywall hanger in the hole, then use a screw after to tighten down the water bottle cage. You won't have to worry about the paint and no one will ever see it.

Rivnut it or I cannot tell from the image but maybe braze in two, I cannot tell if the one left is a brazed in boss or a cheap rivnut.
