you can also check some track/single-speed focused stores, like Retrogression or Track Supermarket.

I got my Cinelli off wiggle and my Nitto off amazon.
Both very nice stems, strong and shiny. The nitto is a bit taller which is nice and the bar clamp is a bit more modern.
Nitto stuff is always excellent.
If you get a cinelli stem, just check it's 26mm not 26.4mm cinelli proprietary size.
Velo Orange have a few different ones too.
Cinelli 1A on left, Nitto dynamic on right

Nitto is very much in business and making lots of bars and stems. Ben's Cyclery (I think I got the name right) in Michigan stocks them and are a pleasure to deal with. I picked up a Nitto Pearl 13 a couple of years ago. 1" x 140mm. Workmanship to put Cinelli to shame. Fit to their bars is better than I ever saw from Italy.

Cinelli reissued their classic 1A stem. I bought one just a few months ago through QBP so most shops should be able to order it for you. Other Velo Orange and a slew of others. Origin8 also makes some stems that have a classic look and really reasonably priced.

Other than consumables and modernization builds, I can't imagine buying replacement parts at a retailer. 1" quill stem and bars? Co-op, out of your personal bins, or another forum member. I tend to keep my Cinelli bars and stems for personal builds, the rest go onto projects or as trade material.
Offer up what you want and what you have to trade, and you will end up with a win/win.
Unfortunately, it is not unusual to find some classy vintage bike where a former owner slapped flat bars, or chopped drops on them. Sometimes the old original stem was tossed. So its good to have a stash of replacements, if you are going to regularly refurbish vintage bikes.
I am in the process of building a storage rack for handlebars, as I have a pile of them right now.
If you are committed to buying new, head to Niagara. Performance and Nashbar tend to focus on modern stuff. Niagara sells the widest range of stuff out there in my experience.

For affordable options I feel safe recommending origin 8's quill stems, I've bought two and used them for a few years, they come in lots of sizes and look great. Amazon and Niagara sell them, probably others as well.

I can usually find a nice set of used bars if I need to pair something with a quill stem, but there are options out there if you want something new. Nitto bars are well-made and not terribly expensive. Deda Speciale bars are a cheap option -- less than $20 online (plus shipping) from some UK vendors like Ribble.

Just got off the phone with Universal as they had what I wanted in stock for nice price, so this thread produced result for me.
I still love both Performance & Nashbar as they IMHO both stand behind everything they sell 110%. I have a "P" with in a half hours drive of me, and they get of the dollar I spend on cycling stuff.
