Early 80s is about as good as I can do. At a guess...82' - 84'. His stuff really is quite interesting with some neat flourishes. Most Picchios I've seen had more over the top engravings.

I'll get the decals measured for you soon.

There was a sweet gunmetal grey Picchio in Reno not that long ago for sale. It had little star cutouts in the lugs. Is this the one you purchased?

I purchased this bike from Nevada City CA. It is in great shape.
I am going to service the bearings, replace the bars, get some decals made, and explain its existence to my wife...and then make some photographs.
