I would lower the stem of death, it's known to break. Oh, if you haven't remove the stem, put a coat of lubricant on the shaft and reinstall the stem(has to lower the height), prevents seizing to the medal steering tube. Overall gorgeous bike, ride fast and ride safe!

Into the next year and it's pretty well ready to ride, just need to change the present 14-22 freewheel for a 14-26, still looking for some 42 cm French handlebars. Replaced the 80mm Atax stem with an FG 60mm and came across a pair of old Christophe toe clip straps, both free. I suppose, if I do source a reasonably priced Stronglight 48D crank set I will replace the Nervar Stars, but they do actually look good on it, just not quite period correct.

It is very nice looking, interestingly, I'm not finding a whole lot at the Ton Ton Velo website, the French website for Classic and Vintage rides. Forum Tonton Vélo ? Voir le forum - Vélos de course de 1945 à 1980 (the go to place in my humble opinion) At the bottom for registered members, one can do a search, I'm not sure if that is an option for guests. I'll bet these people would love to see a bike like yours and then, whether one can speak French or not, one could see their reaction.
Do we know what part of France these Peschis are made? (YES, Nice, it is in the first post, answers my question). It looks more like a street address on the head
badge.
Looks like your bike at Velo Base.
VeloBase.com - View Brand
I hardly get anything with a basic French search of the net.
So, it is likely an individual maker I'd say.
Thicker seat stays do seem to signify better frame material and this bike seems to have it.

Regarding the Belt brand saddle pillar -
in the course of this day's web wander chanced upon a YFC / Fujita catalogue page from 1973 which shows their pillars.
IIRC yours is the model which looks to have been inspired by the Juy...
