This chart works pretty well for most folks in sizing most traditional geometry frames (level top tube) and measuring the frame size by the seat tube length from the center of the BB spindle to the top of the seat tube, which is the way Schwinn measured frame size. Inseam is leg length as explained on the chart; it is not your pants inseam.
Since the chart uses centimeters instead of inches for the frame size, multiply the seat tube length in inches (measured as shown in the photo above) by 2.54 to get centimeters. e.g., 21" = 53.34cm, 22" = 55.88cm, 23" = 58.42cm, 24" = 60.96cm, etc.

I'd guess at 5' 10" with 31" - 32" leg length, you should be looking for a 56 or 58.

Yeah that's not the EXACT bike in question haha. The one I am looking at, after further info gathered, is 52 cm seat tube, 54 cm top tube. Top tube seems right on the short end for me, but within reason. However, by that chart, the seat tube length greatly differs from my category.

I'm 5'8" and 30" long and women love me.
I mean... uhh... 30" inseam.
I ride a 21" comfortably- so 54cm seat tube with a 55 top tube is ideal for me. A 54/54 feels a little small to me.

Do at least check the driveside rear dropout for possible cracks before purchasing or building. Parted-out framesets should always be inspected more closely imo. I treat them as if they were found discarded, that cautious.
I guess it should be obvious that this 1986 Tempo is a size larger (~58cm) than the frame in question. Now a favorite "workhorse" bike (shown set up for this 5'9" rider), after I changed the stem from 8cm to 10 cm and moved the saddle forward, all in order to enable a more aggressive attack on our local rolling hills.
A different rider might prefer something longer or shorter than the 30" saddle height shown, depending on upper/lower body proportions, so I hope this helps with the buying decision.
