1986 Fuji Regis
I am new to this and are looking to purchase this bike could anyone give suggestion to the value of the bike and what upgrades could be made to the bike:

From what I can see, seems like a lower-mid grade bike, price would vary a lot from town to town, but in most places, about $100 or less in really nice condition. Not rock-bottom, since it appears to have alloy rims and crank, Suntour AR derailleurs. Dates it to the early-mid 80s.
It's really small. Are you under 5'6"? If not, find a bigger bike. All kinds of upgrades could be made, but I wouldn't bother unless i was really in love with the way it looks and rides, I'd start with a better bike.

Entry level, all-steel. You might be better served by keep looking. That depends on your area - some markets are pricier than others.. It would help greatly if you put your location in your profile.
