Veloflex masters if I can handle the routine flats, and Continental GP classics if I need something more rugged that lasts. Each can be found in the $30-$35 range per.
If I had to go cheap then I'd go with regular paselas (not the TG's).

However, I do like the Continental (German made) tires.
Not a lot of miles on them, but I've got a couple of GP 4S tires in use, and one Conti Gator Hardshell. So far, so good.

I want to try a pair, but I can find the Vittoria Pave for cheaper, I really would rather the tan wall though as opposed to the black with green highlight.... I have to decide if I want to pay the premium for the aesthetic.

I've been running Veloflex Masters 23mm on one set of wheels spread across, ah, three bikes I think. I like them very much. Very tubular-like.
FWIW, I've had tires which arrived in the mail with yellow side walls instead of "gum", but after riding a bit the yellow gets dirty enough so as to look more or less like gum.

I have a couple hundred miles on the Michelin Dynamic Classics in 25mm width. They are light construction, minimal tread strip, you can see light thru the sidewalls. I really like them. I would say a bit livelier ride than the Paselas. And at $10 a tire, hard to beat. I am figuring they aren't going to be a high mileage tire. But I have ridden Continentals and they get that squared off tread look at about 1200 -1500miles and that signals to me to get a new tire.
