Initial reaction is very late 1980s to very early 1990s based on aero brake levers and what appears to be a Unicrown fork. An overall picture taken from the drive side and detail pictures of the major components, such as derailleurs, cranks and brakes should help. The serial number may also help. I see a front derailleur hanger and that is generally a sign of at least mid range. Remove the front wheel and check for five spiral ridges in the bottom of the fork steerer tube. If this comes up empty you can remove the fork. There may be a manufacturer's logo and date code on the steerer tube. While you're at it, check the diameter of the seat post, which should be stamped on it, typically below the insertion mark.

Not sure if the European model is entirely different, but i recently acquired a Puch Mistral with SLX tubing in (sort of) "TEAM" livery that looks nothing like this one. For one the color scheme, for another the internal cable routing (mine has 3 braze-on guides on the TT)...plus not sure if that IS a unicrown fork, it looks to me that it MIGHT be a sloping crown.
Mine is most definitely a Bianchi product with Gipiemme dropouts and a FD tab, plus other touches that look "straight outta Piagio"...
