GT Outpost Seat post config?

I am trying to fix up a bike for a friend's son who is going away to college in the fall and I found a suitable frame for him.

Only thing strange is the seatpost collar section. What is this config? How do I remove it?

Wild guess but is it a stuck seat post with the top ripped off?
What's the internal and external diameters?

That was it. I dug the piece inside out and it was a spring. The protruding part was the top half of a cheap suspension seat post. I used some liquid wrench and a bench vise and got it out. Thanks for pointing me in the right direction.
