The truth is the spectator's flag was directly interfering with Froome's handlebars and in fact nearly took him down. IMHO his swift open-handed reaction was fully warranted.
I am completely WRONG!

In my defense

I couldn't get the video link in the OP to work, so I hit youtube and watched all the videos I could find. None of them had that aerial shot. That was indeed dangerous. It doesn't appear to be deliberate, but it's careless nonetheless.

Apologies.

Carry on.

Yeppers! At the 50 seconds point you can see the flag snagged on Froome's brake lever and pulling Froome's bike towards the left and you can see the strong wobble of the bike as Froome manages to recover and not go down.

Cheers

Froome got lucky he didn't go down. Remember when Lance got his bar taken by a flag? He wasn't so lucky.

Hah! Good for Froome! What a rude, self centered, a-hole that Colombian fan is to get so close that he's risky interfering with at best, wrecking at worst, a TdF rider in the middle of it all, let alone the guy wearing yellow.

There are fans, then there are jerks, that guy running was a jerk.

If your so close to the riders that one can swing his arm and make a good connection to your face, then your too close and you deserve what you get. I just wish he had knocked him out.

+1 to the chorus of people saying Froome was justified. Fan was obviously too close and likely oblivious to the risk he was causing to Froome and others.

One of the great things about cycling is that spectators do have such close (and free) access to the racers. But there's also an inherent responsibility that comes with that access. Some of my favorite moments during the Tour are the high mountain stages where the masses of fans crowd the roads yet part in time for the riders to pass.

It's simply not feasible to put up barricades across the full length of 200k stages, and I'd be against it even it it was feasible. Unfortunately, a growing number of "fans" have little regard for the safety of the riders or the integrity of the race, and put more value on leaning over for a selfie or running alongside the riders in a ridiculous costume for a few seconds of tv time. I'd like for the organizers and the public to stop condoning the running alongside the riders.

You can't completely prevent an oblivious fan from inadvertently leaning out too far or inadvertently touching a rider, but you can take steps to prevent the running alongside riders. I think it is going to require a combined effort from the race organizers and the general public that standing is okay but running alongside the riders is not permitted. General shaming and/or pulling out running spectators by other fans, in conjunction with enforced fines (rules imposed by French govt.) might be required.

Frankly, I'm surprised there haven't been more incidents. I'm constantly expecting a running fan to bump into a standing spectator and then tumble and roll into the riders.

This video pretty much shows the riders are lost in the Alps!
