Well, just updating this thread for others researching these in the future:
I got with Basso and they confirmed this is a 1988 Gap and the color is correct. So I guess on the repaint they just painted over the chrome on the chainstays down to the dropouts.
I also wound up replacing the freehub, it's what was slipping. I got one fast ride on it late in the year before winter kicked in and the good bikes were put up for the season.

The component group is a better match for a a 1988 frame. Congrats. Nice looking machine.

Ok, so one final comment on this bike after a nice 32 mile ride on it today. This month I have ridden the following bikes for at least 23 miles each and most for more on the same basic route. Orbea Cabestany, Bianchi Campione, Schwinn Circuit, Schwinn PDG Paramount, Bob Jackson, Greg Lemond Ventoux, Greg Lemond Maillot Jaune, Giordana Antares,and Giordana XL Super. This Basso has a smoothness to it that the other just don't have. It carries me in great comfort while also moving along pretty well. When I get on it the bike responds. Except for the Orbea (700 x 32) and the Ventoux (700 x 28 in front) they are all running the same Conti GP4000sII's in 700 x 25. So it's not really an issue of the tires.
Today was pretty windy but I still managed an 18.5 mph avg on the ride. That's good for me on that route. It helps that this one feels so comfortable when I'm in the drops. Still need to tweak the RD a bit. On upshifts it tended to jump up two and then jump back down into gear after a couple of strokes. Downshifts were fine. That and an almost dog broadside messed with keeping the speeds up a tad.
Anyway, just wanted to throw one more post in this thread to emphasis just how smooth this bike is. Not muted and dead like my old C.F. bikes felt. Just this silky smoothness over all but the roughest road.

Nice to hear and thanks for the update. I'm plugging away on an '84 Gap and hope to have her up and running in a couple of weeks.
FYI mine is the same color with different decals. It needed some touch up and Testors spray enamel Gloss red metal flake is an outstanding match. Not saying yours needs any touch up but just for future reference.
