Mystery Raleigh bears a lot in common with an early 60's Gran Sport or a later cousin. The wrap around seat stays, chrome, light mount all look right. The steel stem suggests mid sixties.

Random tools I've found thus far.... a couple I've never heard of. One cool one is the Tange wrench... love it.
One cone wrench is "Eldi W. Germany"
One double combination wrench is "Hazet V10"
Double-ended closed wrench says "Var 05 France 8"
Anyone know what companies these might go with?
(EDIT: each of these brands are tool companies that are still in business making bike tools)

The Atom FW on the left would likely go on a French bicycle. Check the back to see if there is a punch mark or not. No mark means French threading, a punch means standard ISO threading. Also note that the FW removal tool required is non-standard but still available from Park. Neat three speed!

Yes, those are Resilion brakes. The cable should be a long Y-shaped thing. The levers are a little unusual, too. Very high quality stuff.

No. It looks like they should have rubber blocks attached to the curved edges, or maybe reflectors. First thing to do, to identify them, would be to figure out the thread-- American bikes take 1/2" thread, English 9/16".

On the back of the 3 sprocket Atom, are there exposed threads? If so this is a five speed freewheel missing the back two sprockets.
The other freewheel is a Regina that appears to be missing 4 of its 5 threaded sprockets, i.e. the top two and the bottom two. That center one can be a real bear to remove at times. By any chance have you come across a VAR tool that looks like this?

The green framed bike in the second picture with the Concord badge. I have a Concord Freedom Deluxe 12 speed. I cannot tell what the model of your bike is. The Concord I have is a Japanese made bike manufactured by Kuwahara Cycle Company. It is a Wonderful riding bike and I would love to have another one... The red and black Schwinn looks like the Sports Tourer I gave my son. I was all excited when I saw the add for it and did some research. I thought it was a Fillet braised Sports Tourer made in the handmade shop at Schwinn where the Paramounts were made. I was disappointed that it had lugs which made it a 'newer' version Sports Tourer I believe made in Taiwan by Giant for Schwinn. It is basically like a World Sport. Solid bik but nothing special.....
