Yeah, I was struck by those fork eyelets (can't call them dropouts) too.

The Chain ring is 25 cm diameter.

Looks early 1900's if the hanger and frame ends are any indication. Very similar to Fauber cranks from around 1910.

24 lb. is a nice weight for an older bike. Good catch. Now you need to get out your wallet and find some wooden rims.
