Have there ever been any aluminum, 40H, tubular, 27" rims?

All the tubular rims you'll ever come across are 700c (ERTO 622). There were many 40-hole, 27" alloy rims made for touring applications. There have also been 40-Hole 700c clincher rims made for the same reason.

Try Hilary Stone. The Brits made more 40 hole rims than anyone. His Classic corner page says he has some 32/40 tubular sets not listed.

As @Hudson308 said, all rims for tubular tires ("sprints") are the same size as 700c rims, which is a little smaller than a 27" clincher. That said, "back in the day" tubular tires were interchangeably called 27 inch and 28 inch. So you may well find references to 27" tubular rims. If they're from England, or made for an English bike, they will be either 32h for the front or 40h for the rear.

During the bicycle boom and earlier, it was common to refer to tubular tyres and tims as 27", despite their being equivalent to a 622mm bead seat diameter, which is 28" in the traditional imperial system based on outer tyre diameter. The American public, just couldn't accept that something with a outer diameter slightly smaller than 27" but much larger than 26", was anything other than 27". Almost all the manufacturers offered aluminum, tubular rims with 40 spoke holes.

FYI, there were several tubular sizes. Besides 28"/700C/622mm BSD equivalent, there were also 26", 24",22" 20" and 18" tubular tyres and rims. Most were not offered in North America, though I recall seeing some children's racers with 24" & 22" tubuar wheelsets.

Thanks, people, it seems I'll probably have to go with either 700c or steel.
Actually, the Nisi Sludi 390 is alloy, 27" and comes in 40H, but is clincher.

There are other sources for vintage parts (beside Hilary). Are you familiar with Velo Classique, Via, etc?

You could look for some NOS un-drilled rims and drill them yourself (or have them done at a machine shop). Park Tool did a wheel build with a fat tire hub and 18mm clincher rim.

I'm not sure what your goals are, but a modern 36h rim is probably stronger than a vintage 40h rim.
