$450, no connection to buyer. I'd nab it, but it's local pickup only. This is the raw material for many of Peter Weigle's 650b transformations.

Why 650b and not 700c?
When modifying them for brakes and other such stuff, do you also modify the BB drop?
My Peugeot PX 50L and VO Polyvalent have a drop of 67mm. It seems like the Raleigh drop is almost 1/2" more. Or 1/2" less crank clearance than original.
Why not just run a 35 or 38 wide 622 and call it a day?
(Just asking for a friend with a '74 Super Course Mk II )

650b allows up to 42mm wide tires with room to spare for fenders. There's no way to change the BB drop, so choose a frame with a high enough BB so it isn't an issue when you do the wheel change - another reason to go with fatter tires. You only loose a few mm of drop that way. If you're not interested in going 38-42mm wide, 700c x 32 will work fine, although fender clearance is a bit tight for riding on the occassional gravel road, IMO. If your friend doesn't ride in the rain or on gravel, there isn't a great argument to convert.

I recall some auctions with UPS shipping that were, well, beyond reasonable. I think the only way to keep it "cheap" is with USPS but I'm not completely sure. I'm guess it's too much effort but I'm hoping not. I'm really only mostly interested in the frame to be honest. I haven't contacted the seller yet but I'd imagine he isn't interested in selling only the frame/fork/headset but it's worth asking. That would, of course, greatly reduce the cost of shipping but I think it's unlikely.
