I took a look at Sheldon Brown's price guide and he seemed to feel they're value is based primarily on parts which is not useful when looking at a frameset.
It's an older frame, mid-70s or earlier is my guess. Assuming straightness I don't see how you can go wrong for 10$ unless seller tries to make extra $ on shipping.

Even the boom era, entry level Torpado had nice frames, though they were high tensile steel. The next to the bottom of the line model was very nice. All chrome underneath a translucent paint (except for the yellow version, which was opaque) with exposed chrome on the head lugs, fork crown, bottom half of the stays and fork blades. Nice, ornate lugs with cut-outs. In my experience, any problems were related with the low end French and/or Italian components. The build standards of the frame were on par with other European manufacturers and they were certainly aesthetically pleasing, at least to my eyes.
The frame the poster is looking at would appear to be very late 1970s or early 1980s. The appearance is very much toned down over the early and mid-1970s models.

I did do a quick google for torpado and noted that this frame is oddly marked vs.those other samples.
